A history page for Hopewell. Though Hopewell is one of the younger cities, incorporated in 1916, it is one of the oldest inhabited areas in Virginia. A few days before the first inhabitants of Jamestown arrived in 1607, Captain Christopher Newport set foot on the soil of this area. Since 1613, there have been permanent settlements. Filled with history from the Revolutionary War in 1781 and from the Civil War when it served as a supply headquarters for the Union general, Ulysses S. Grant, Hopewell has preserved and restored many period buildings and sites.
In 1915, Dupont built production facilities here which was bolstered by the making of dynamite to aid in World War I. The incorporation came soon after the plant opened. City Point was annexed in 1923. After the war was over, the plant was closed and Hopewell's population plummeted from 50,000 to only a few thousand.

Hopewell is an independent, incorporated city within Virginia. It is not part of any county and acts as an entity of its own without county affiliation, taxation, etc.
Hopewell has had a council/manager form of government since 1924. The City Council has seven members who are elected. They collectively select the City Manager.
